Alopecia
It is possible that a Lagotto, as any other breed, can suffer with alopecia, which presents similar symptoms to hypothyroidism.
There is no link between Hypothyroidism and flank Alopecia, which is believed to be seasonal rather than endocrinal. It can affect both males and females, is self-limiting, can recur unexpectedly and generally the hair regrows. The dog is otherwise healthy.
